Units
Introduction
This Unit is led by an Assistant Commissioner and have three (3) Schedules of work as follows: -
- Monitoring and Analysis Schedule;
- Strategic Analysis and Research Schedule; and
- Inter-Agency Cooperation and International Intelligence Exchange Schedule.
Objective
To monitor and analyse financial transactions and information to identify suspicious transactions to the Institutions and individuals.
Functions
This Unit performs the following activities:-
- Analyse suspicious transaction reports (STRs), currency transaction reports (CTR), cross border currency reports (CBCR), electronic funds transfer reports (EFT) and other information;
- Disseminate intelligence to appropriate Law Enforcement Agencies (LEAs);
- Compile statistics and records;
- Interrogate of various databases;
- Offer strategic advice to inform policy makers on money laundering terrorist financing and other serious crimes;
- Request for or gain access to information from any reporting person, regulator or LEAs;
- Receive referrals from LEAs and Regulators;
- Exchange information with other FIUs and comparable bodies; and
- Develop and maintain inter agency cooperation with LEAs.
Introduction
This Unit is led by an Assistant Commissioner and comprise of two (2) Schedules of work as follows:
- Supervision Schedule; and
- Guidance and Enforcement Schedule
Objective
To enforce compliance of the reporting persons in line with the Anti-Money Laundering laws.
Functions
This Unit performs the following activities: -
- Identify and register reporting persons, both regulated and unregulated;
- Determine or assess money laundering and financing of terrorism risks;
- Conduct offsite and onsite supervision of reporting persons on a .risk-based approach;
- Supervise the unregulated sectors such as real estate, dealers in precious metals and stones, dealers in works of art, auctioneers, etc on AML/CFT;
- Prepare supervision reports;
- Enforce compliance with AML laws and their regulations, including imposing administrative sanctions for non compliance;
- Create awareness or conduct training to various AML/CFT stakeholders including reporting persons, government institutions and public as a whole;
- Prepare periodic compliance report;
- Prepare and submit recommendations on improving the AML laws and their regulations;
- Issue guidance notices or circulars and promulgate guidelines to the reporting persons for the purpose of enhancing AML/CFT compliance;
- Establish compliance strategies e.g. to prepare and review the AML/CFT inspection manuals, questionnaire, educational materials, reporting format for the reports from reporting persons and regulators;
- Attend queries, complaints or challenges from reporting persons and other stakeholders;
- Work and liaise with regulators on compliance of regulated entities.
Introduction
This Division will be led by an Assistant Commissioner and will comprise of two (2) Schedules of work as follows: -
- International Coordination Schedule; and
- Legal Services Schedule.
Objective
To provide expertise and service in developing strategies, regulations, guidelines and promote national and international engagements and collaboration in control of Money Laundering and Terrorist Financing.
Functions
This Unit performs the following activities: -
- To review and develop recommendations on improving the policies and relevant act to control money laundering;
- To develop and review regulations, based on the act and policy for regulated and unregulated institutions and persons;
- To provide in-house legal service;
- To prepare guidelines to curb money laundering in suspicious transactions, record keeping and reporting formats in financial institutions and reporting persons;
- To review and advice on all Memorandum of understanding;
- To implement international ratified standards on AML/CFT;
- To represent the FIU in legal working groups of various international and regional bodies; and
- To prepare periodic reports
Introduction
This Unit will be led by a Head who is equivalent to a Principal Officer.
Objective
To provide expertise and services on human resources management and administrative matters to the Financial Intelligence Unit.
Functions
This Unit performs the following activities: -
- Provide expertise and service on improving efficiency and effectiveness in delivery of services;
- Formulate internal working rules on administration and human resource matters;
- Provide strategic inputs on administration and human resource management issues such as recruitment, human resources development and training, promotion, discipline, retention, motivation, performance management and welfare;
- Ensure optimal, efficient and effective management and utilization of human resources;
- Collect, analyse, store and disseminate data and information related to human resource development plans;
- Provide data support and up-date records on various human resources information;
- Provide management services and organization development activities;
- Oversee employees' welfare;
- Process terminal benefits and leave; and
- Liaise with the President's Office - Public Service Management on operationalization of the Public Services Act, regulations and other relevant guidelines.
Introduction
This Unit will be led by a Head who is equivalent to a Principal Officer.
Objective
To provide expertise on financial accounting.
Functions
This Unit performs the following activities:-
- Coordinate preparations and monitoring implementations of FIU's; financial plans and budgets;
- Collect, study and analyze statistics needed in the formulation of financial plans and budgets;
- Provide technical guidance and support in financial Planning and Budgeting process;
- Prepare financial statements in accordance with IFRS and get them audited by CAG;
- Evaluate overall financial performance of the FIU's and preparing periodic performance reports;
- Maintain accounting and financial records of the FIU's; and
- Provide treasury function for the FIU's.

This Unit will be led by a Head who is equivalent to a Principal Officer.
Objective
To provide advisory services to the Accounting Officer in the proper management of resources and ensure the FIU has robust internal Control systems
Functions
This Unit will perform the following activities:-
- Review and report on proper control over the receipt, custody and utilization of all financial resources of the FIU;
- Review and report on conformity with financial and operational procedures laid down in any legislation or any regulation or instruction issued under such legislation and good accounting practice as from time to time defined by the Accountant General in order to avoid incurring obligations and authorizing payments to the extent which would ensure effective control over the expenditure of the FIU;
- Review and report on the correct classification and allocation of revenue and expenditure accounts;
- Review and report on the reliability and integrity of financial and operating data so that information provided allows for the preparation of accurate financial statements and other reports for the information of the FIU and the general public as required by legislation;
- Review and report on the systems in place used to safeguard assets, and as appropriate, the verification of the existence of such assets;
- Review and report on operations or programs to ascertain whether results are consistent with established objectives and goals;
- Review and report on the adequacy of action by the management in response to internal audit reports, and assisting management in the implementation or recommendations made by those reports and also, where appropriate, recommendations made by the Controller and Auditor General;
- Review and report on the adequacy of controls built into computerized systems in place in the FIU;
- Preparing Strategic Audit Plans;
- Coordinate audit programmes;
- Conduct performance audit on appraisal of development projects; and
- Conduct operational/value for money audits.
Introduction
This Unit is be led by a Head who is equivalent to a Principal Officer.
Objective
To provide expertise and services in procurement, storage and supply of goods and services for the FIU.
Functions
This Unit will perform the following activities:-
- Manage all procurement and disposal by tender activities of the procuring entity except adjudication and the award of contract;
- Support the functioning of the Tender Board;
- Implement the decisions of the Tender Board;
- Liaise directly with the Authority on matters within its jurisdiction;
- Act as a Secretariat to the Tender Board;
- Plan the procurement and disposal by tender activities of the procuring entity;
- Recommend procurement and disposal by tender procedures;
- Check and prepare statements of requirements;
- Prepare tendering documents;
- Prepare advertisements of tender opportunities;
- Prepare contract documents;
- Issue approved contract documents;
- Maintain and archive records or the procurement and disposal process;
- Maintain a list or register of all contracts awarded;
- Prepare monthly reports for the Tender Board
- Co-ordinate the procurement and disposal activities of all the departments of the procuring entity; and
- Prepare other reports as may be required from time to time.
Introduction
This Unit is led by an Assistant Commissioner and it comprise of three (3) Schedules as follows:
- Systems Development and Administration Schedule;
- Infrastructure and Security Administration Schedule; and
- ICT Support Services Schedule
Objective
To provide expertise and render services to the FIU on development, acquisition, usage and maintenance of Information and Communication Technology (ICT) systems.
Functions
This Unit performs the following activities:-
- Develop and implement computerised information systems in the FIU;
- Support existing ICT systems in the FIU;
- Implement ICT and e-government policies;
- Ensure that hardware and software are well maintained;
- Coordinate and provide support on procurement of software and hardware in the FIU;
- Coordinate, develop and implement the ICT Security Policy and the Business Continuity Plan; and
- Carry out studies and propose areas of using ICT as an instrument to improve service delivery to the FIU and its stakeholders.
